All Syracuse EOC programs and services are tuition-free for students who qualify.
Eligibility is determined by several factors set by the State of New York. To qualify, you generally must:
- Be a New York State resident, or a recently approved refugee;
- Meet the annual income eligibility criteria established by New York State; and
- Possess a government-issued photo ID.
A TABE (Test of Adult Basic Education) or CLAS-E (Comprehensive Adult Student Assessment System — English) exam is required for entry to all programs. Because each situation is different, we encourage you to call our Admissions Office to confirm whether you qualify.
